While there is ample evidence in the films and books for Double O designations to change from one to other MI6 agents over the years, transferring the 007 title to anyone but an agent called James Bond will kill the series.

When you consider this will be definitely (probably) be Daniel Craig's last time as Bond, it's not a huge leap to imagine this temporary 007 transfer will become permanent at end of Bond 25 or the start of Bond 26.
