Why does M tell them to stop tracking Bond?

M has no reason to suspect there's anything wrong with C or the surveillance program other than it's too intrusive.....

It sounds like just a lame plot device to have Bond in a showdown at the lair.

I didn't realize this until a few viewings.

Perhaps M plainly did not trust C. Plus all those attacks just happening at the same time as the 9 Eyes programme was being discussed was perhaps too much of a coincidence for M's liking.
