Pretty much, yeah.
You'll have to forgive me since it's been a while since I saw the series, but here's the gist of it:
In the future, they figured out a way to scan people's brains to find out all sorts of things about their personality. ONE of the things they can read is a person's crime potential (AKA the "crime coefficient"), which is what the show focuses on, and it's so accurate that justice is no longer about catching criminals after they've done something illegal, but catching & punishing "criminals" before they even get a chance to commit a crime.
In that regard, it's a lot like Minority Report.
Call it stress or whatever, the show posits that being the victim of a crime or witnessing the atrocities of criminals can raise your own stress levels too, making you more likely to become a criminal yourself. And thus crime is contagious. Therefore all the people who are very likely to commit a crime are either imprisoned, or in extreme cases killed, before they can affect society.
