Do they explain why he's dressed as Carmen Miranda in so many scenes of their 'movie within a movie'?

This was sort of explained near the beginning of the film. The gangsters had trouble finding actors. Remember, these guys are notorious in their community and no one wanted to be associated with them and expose themselves to retribution.

Or maybe Herman (the fat, lecherous guy) is just an attention whore...

Yeah, I was wondering what the Indonesian cultural perspective of a guy in drag is. How similar is it Western viewpoints, where it's used as humor (Monty Python), or how conservatives view it as "sexual deviancy"? I know some East Asian culture it's often connected to performance, like Chinese opera or traditional Japanese theater. I'd love to know from an Indonesian or expert in Indonesian culture.

In very beginning when they talk about how to make the film, they say no one would pay attention unless they are entertained. So that was the entertainment. Kind of shocking as was most of this documentary.
