Did you call in the supply drop and stay in cover? That won't work. You have to bait her into taking a shot at you so she stays in place, otherwise if she doesn't see you for a bit, she'll change position.

easiest way is to mark her then throw a smoke grenade a few feet infront of yourself. then shoot through the smoke at her and she can't see you to shoot back, repeat this a few times

I did the exact same thing. Worst boss battle ever...all of the boss battles in this game are the worst boss battles ever.

I did the same with extreme code talker.still takes a while and costs a lot of gmp as it takes 2 per skull.and of course 1 slip up and you're toast.
