Where's the 3rd act, the final act?

A lot left unexplained and unfinished.

The movie just ended with 9 minutes to go so we can get 9 minutes of rolling credits!

Did they run out of money and couldn't film anymore?

Then there are a couple of scenes that felt out of place because either a scene preceding them was not filmed or was edited out.

I agree.The movie seemed to be poorly edited. I was able to read the original script. It was so much better than what was brought to the screen. It seems like 50% of Wentworth Miller's script was scrapped and reworked. Bad move. The movie could have been so much better if they stuck with his version.
