Its well known that louisiana was/is a corrupt shi* hole where cops, criminals, and informants die, this movie could have been set in any major US city and still be labeled "Based on true events".

Well known to who? To you? And who are you and where are you from and what makes you think you are an authority on an entire state. Go nitpick the facts about any state in the U.S. and you can find the types of things you are talking about. But we are all just dumb southerners down in Louisiana right? Just morons.
