Is FXX a dumping ground for bad FX Shows?

I am by no means defending Totally Biased, it failed on its own with W. Kamau Bell hoping the momentum of Chris Rock would carry him to an additional season. I will continue to state that W. Kamau Bell was a marginal comic who lacked the creative foresight to innovative his show to keep it going, at some point he needed to shift the focus from political bashing and bad sketches to something more creative, which he failed to do and instead relied on the same old circus act, which got old, which caused his audience to abandon him.

Totally Biased is a show that is indicative of most of the shows on FXX, if you look at shows like Legit, The League and It is Always Sunny in Philadelphia, they all have a cult following, however ratings wise, they are not that successful, and the rest of the programming is Fox Movies or syndicated series, so I am wondering what is going with FXX? Is Fox dumping there less than stellar shows there so they will get cancelled and then repalced by better shows, or do they simply not want to pay out contracts if they outright cancel shows? There are lot of bad shows on FX as well, however they somehow made the ratings cut to remain on FX, I also notice that they advertise the FXX shows that are on at the same time as FX shows that they are competing against, so I am wondering what is going on with this network and what the ratings are for some of the shows on FXX. Basically I am trying to figure out why is a show like The League or Totally Biased on FXX instead of a show like Anger Management or Sons of Anarchy. It seems Fox favors FX and uses FXX as a dumping ground for their bad shows that they just want to go away.

I think it is a dumping ground, they put shows like this out in the "wilderness"to see if they'll survive.I think what killed this show is that he wasn't that funny and he tried to appeal to a large liberal audience that didn't exist.

I think they created FXX to be the home of old tv shows they owned the rights too and wanted to put them on the air for more ad revenue. They took lower rated shows to FXX to try and have people watch the rest of the programing. Putting low rated shows out as bait for the new cable network seems like a bad idea from the get go.
