Only the Metropolitan Police and the City of London Police have commisioners in the UK. Other Police forces have Chief Constables.
Are you referring to the IMDB storyline description, placing the action in Manchester?
Although Manchester may have been used for many of the locations, I don't believe the writers mean for it to be the setting of the drama. I believe the setting is a fictional city with a Police Commissioner and an elected Mayor. Manchester has neither.
