Salvatore Maroni, Gotham's most powerful crime lord, has several city council members murdered in order to ensure the construction of a power plant in Gotham, founded by the late Max Shreck.

Dr. Jonathan Crane, current pyschiatrist at Arkham Asylum, had produced, whilst teaching at Gotham University, an hallucination gas, , as a way of curing people of their deepest phobia. However, after been caught testing it on some of his students, the university board opposed to his project and removed him from his teaching position. After modifying the gas, Crane begins secretly testing it on Arkham's inmates.

Since the official disappearance of Selina Kyle, Bruce Wayne has sunk into deep depression and retired from fighting crime as Batman. Convinced that Gotham is better off without the dark knight, Bruce has funded a large amount of his company's money into Gotham's Police Department, believing that Commissioner Gordon's unit can look after the city. After experiencing re-occuring nightmares of his parent's murder, Bruce, under the advice of his trusted butler, Alfred, begins seeing a physiatrist named Dr. Chase Meridian. During a therapy session, Bruce discovers that Dr. Chase has developed an infactuation with the Batman.

Harvey Dent, having spent the past two years in Los Angeles, returns to Gotham and resumes his former position as the city's District Attorney to put Maroni and Charles "Chip" Shreck on trial in a court of law for conspiracy and murder.

After doing extensive investigation, Bruce comes across concrete evidence that proves Chip and Maroni conspired together to commit multiple murder. On the day of the trial, Bruce attends court and personally brings with him the evidence, which includes samples of toxic waste. Dent uses Bruce's evidence to prove not only the guilt of Maroni and Chip, but also the guilt of Chip's late father, Max Shreck.

Chip, in a fit of rage, grabs hold of a toxic waste sample and hurls it at Bruce. The billionaire, however, manages to leap out the way and avoid been hit; the toxic waste, instead, hits Harvey in his face. Chip is immediately arrested and taken into custody while Harvey is rushed to hospital under medical emergency.

After murdering Dr. Burton- Arkham's leading doctor, Crane releases free Arkham's inmates, who are all now brainwashed under his command due to the fear toxin. Crane gives them each a cheap batman outfit to wear and orders them to attack Gotham's citizens and take over the city. One of the brainwashed inmates is Selina Kyle. Crane, instead of giving Selina a batman outfit to wear, he returns to her her catwoman outfit.

As Crane's army of escaped inmates launch an attack on Gotham's city centre, Commissioner Gordon and the GPD confront them but are led into a trap set by Crane himself.

Harvey awakens in a hospital bed to find half of his face and much of his body heavily scarred and deformed. Driven insane by his disfigurements, Harvey swears revenge. The District Attorney escapes from the hospital and embarks on a quest to find and personally bring to justice the people whom he holds responsible for his disfigurements, including Bruce Wayne.

Alfred insists Bruce to become Batman again and come to Gordon and the police's aid. But when Bruce refuses, explaining that he feels Gordon and his men can take care of themselves, Alfred shows Bruce a Police Report on the murder of his parents and reveals to him that the beat cop who came to his aid shortly after his parents were murdered was, in fact, Commissioner Gordon. Upon learning this, Bruce decides to becomes Batman again. He heads to Gotham City centre and confronts Arkham's army of escaped inmates. Whilst battling the inmates, The dark knight manages to free Gordon and his men. As the GPD help Batman fight and subdue Arkham's inmates, he is confronted by Selina Kyle. Rather than engaging him in a fight, she evades Batman and flees into the sewers. Batman follows her down into the sewer lines udnerneath the city. Whilst searching around for her, Batman is confronted by a man dressed as a terrifying scarecrow..........

I'm confused. Was this a Tim Burton script or on that you made up? The only two unused scripts that I was aware of were Batman Triumphant and Batman DarKnight.
The story synopsis you posted seems to be a fusion of 'Forever' and the first two Nolan films. As for the casting of Two Face, Denzel or Samuel L. would've made more sense than bringing back Billy Dee.

"Fanboys. Why did it have to be Fanboys?"

reply

Supposedly, Billy Dee Williams was contracted for part 3 and was paid off. It is a shame too.

I do wonder if this is real, this could have been something.

I read in several places that the cast for Burton's Batman was

Batman-Micheal Keaton
Riddler-Robin Williams-No mention of Depp as Scarecrow but knowing Burton Depp would prob have been a secondary choice for Riddler
Two-Face-Billy Dee Williams
Chase-Rene Russo-Not Davis
Catwoman-Michelle Phiefer
Robin-Marlon Waynes
Mayor-Kevin Spacey-mentioned only in one source

I just don't know which source the OP got the Johnny Depp as Scarecrow idea from
since every site I visited said the main villain was always intended to be Riddler and at one point was suppose to be the only baddie. Catwoman, Chip Shrek, Chase (Russo), and the Billy Dee Williams Two-Face were in the script though

God's gift of Love
Romans 3:23,6:23,5:8,10:9

Story doesn't make sense. Why did Crane release all the inmates of Arkham? Why did he want them to cause trouble? Why did he want them to do it thinking they were Batman? What's Crane's motivation for any of this?

Secondly, why does Bruce feel Gotham is better off without Batman?

Third, why does finding out Gordon was the first respondant at the Wayne murder make Bruce suddenly decide that Gordon needs his help? Either he needs his help or he doesn't, what Gordon did in the past should be irrelevant.

And did Alfred know this all along and just not tell Bruce? I find it hard to believe that Bruce Wayne wouldn't have already known every single detail involved with his parents murder.

It's just fan fic.
