The extent to which he is crippled changes quite a bit depending on what they need him to do in a scene?

Yes, I have. Let me preface this by saying that I really like the actor who plays Ivar. I hate the character, but I like the actor. It is a physically challenging role. He does the best that he can, with the writing and production that he is given. Yes, his mobility is modulated by the demands of the script, but here is a related issue I have seen: I am very close to someone who has a similar mobility issue. Like Ivar, he depends on crutches and other prosthetics to walk; yet his upper body is twice Ivar’s size, because his arms, shoulders and chest have replaced his legs. Ivar’s upper body is too puny to have replaced his legs. The whole thing is a fraud. Good storytelling, but terrible execution.
