Is this a sequel or prequel to Axis of Evil?

I have been so confused and I'm even more confused when I saw the trailer. Six-shooter is for some reason in it and it makes me think that this took place before Axis of Evil but Toulon is not it, so I'm guessing this takes place after Axis of Evil but even the title of this film sounds like a prequel. I am so confused.

It's a direct sequel to AXIS OF EVIL. Six-Shooter was left out of the previous film due to budget reasons or something like that. I think Charles Band hated the idea of the Ninja puppet, so it looks like Six-Shooter will be taking his place.

But it doesn't explain why Six-Shooter isn't in Puppet Master 1 & 2.

There's still an AXIS 3 coming, so maybe that'll explain it. I don't really expect an explanation from Full Moon, though.
