When the son goes there and finds a guy in a wheelchair and lifts him up so he can see the view - what was that about?

No, he was following up upon all of his recent clients to locate his mother. He saw the man in the wheelchair (someone he would have put there) and rather decides to help him see the view expressing a sort of reconciliation for his ways.
I also think it was intended to recall the initial hanging scene and highlight the changes that the main character underwent
