Already legal for women to go topless in NYC

I live here and I have seen women walking around topless on the streets before, even with cops nearby, and they don't get arrested. I've heard that it is legal, but never researched it myself. My own eyes tell me it must be legal from the sheer amount of times I've witnessed women not being arrested or even harassed by cops who have been around them while doing it. Especially around the Javits Center at Comic Con time. There are always a lot of women who walk around that part of town topless during that weekend, and there are tons of cops around there too.

I know it's very trivial, and the amount of women going outdoors topless is and will remain ridiculous, but somewhat, it makes you understand (a little) why Muslims don't find western societies that appealing.

Hey now come on, maybe they just really see the value and good old-fashioned community that comes with suppressing everything that makes humanity human! The bare naked chest of a female that God created should never be shown to anyone except for the man that owns it I mean her! And don't get me started on hair and ankles! Definitely NOT Meant to be seen by anyone!!!!
