Hmm the movie is filmed in New York, so I suggest that you take a breather and take 5 minutes to think about what the OP meant with his thread.
shareYes, going topless in New York is legal. They say that in the film. But since the entire country does not live in New York, then there is still an issue. Just because I live in a state where something is legal, doesn't mean I can't advocate for it to be legal in other states where it is illegal. They are not trying to get it legalized in NY.
