Yes, Tom has even admitted to this. He stated that one of his main goals as Peter was to be like this generation’s Marty McFly, so channeling the iconic 80’s character (I didn’t see it myself at first but it is now obvious) while staying true to Peter Parker is exactly what he set out to do. And he nails it.

Speaking of 80’s characters, it’s probably common knowledge by now but this movie was heavily influenced by 80’s teen flicks (particularly the work of John Hughes). The cast was made to watch a bunch of 80’s classics, and of course Back To The Future happened to be one of them.
