Wait, 2 Shockers, why are there 2 Shockers.

Bokeem Woodbine was cast as Herman Schultz, who we all know is the Shocker... We even see some footage in the trailer, and some set pictures that show even though he has been race lifted, he still looks like the Shocker we all know.

So, then that just leaves Logan Marshall-Green, who could he be playing I wonder... Well, in the trailers, he's with the villains... Wait a minute, in this still image, he's wearing an outfit similar to the Shocker.

"Additionally, Bokeem Woodbine plays Herman Schultz / Shocker, who uses modified versions of Crossbones's gauntlets that shoot vibro-blasts, while Logan Marshall-Green portrays another Shocker; both are accomplices of Toomes."

What? How lazy is that... You couldn't think of another minor mediocre Spidey villain who could have appeared in this film? Someone who would work with the technology, but you wouldn't be worried about wasting such a character... Why not Fred Myers/Boomerang, or Abner Jenkins/Beetle.... Or better yet, why didn't they make him Shocker and made Bokeem someone else?
