How did the creator not get arrested?

He captured thousands of players and subscribers into your massive VRMMORPG and left them in the game for 2 years. Isn't that kinda like kidnapping or something? So how the hell does the creator get out without being in jail for this? Heck, why did he trap them in the game in the first place?

It is explained better in the books. But it is mentioned in the anime.

The creator hid himself with a personal unit and an accomplice. There was a huge manhunt for him.

When SAO was completed he killed himself.
