When this movie was being produced there had been a wave of Nazi zombie/occult super-science movies set during WWII (War of the Dead, Frankenstein's Army, Devils of War, The 25th Reich, Horrors of War, The Devil's Rock, Soldiers of Darkness, etc) that had been inspired by the success of the first two Outpost films. So by producing their own WWII-set film, the makers of the Outpost series were attempting to cash in on a trend that they'd originally created, which had subsequently gone off on a period tangent. Rise of the Spetsnaz is basically the whole 2000/2010s Nazi zombie sub-genre going full circle.
