Well there are a lot of factors that come into play when shows are up for renewal or cancellation.
Obviously the ratings play a huge part, but also the cost of production, availability of the cast and crew, etc.
This show was created and promoted as a 6 Part Miniseries event. It was never guaranteed to continue on past those 6 episodes but because it received good reviews and it brought some critical cache to the USA Network, it was put into consideration for another season.
It does little to compare this show to the Walking Dead. For one, the Walking Dead does extremely well in the ratings (i think about 10 million or more compared to 2+ million for Political Animals). Also the Walking Dead is on AMC on a different night. And obviously the subject matter is completely different.
Zombies are inherently a more exciting premise that politics.
Now, the Newsroom on HBO doesn't have the same criteria for renewal. For one, its on HBO and ratings aren't as big a factor as they are for broadcast networks. Cable usually is generally more lenient when it comes to giving a show time to breathe and find an audience.
