Can someone answer this?

I've read in some places that this was always meant to be a mini-series. I've read in other places that it was a show that was ordered 6 episodes and then cancelled and then they labeled it as a mini-series to compete in awards as such (like they did with MISSING). Which one is it?

If it was meant to be a mini-series all along, I'd get why the final episode wrapped up things while still leaving doors open. But what about ANNIE's bulimia? That went nowhere. I didn't feel like something they had planned from the start.
