I'm a long time Marvel fan and am relatively new to the DCU. So maybe someone with more knowledge can answer my question. I'm confused as to how Superman can depower the Elite. If he could do this why couldn't he depower Atomic Skull?

Sadly yeah, he has super-robots that do his super-thinking, in the super-fortress of super-solitude.
Originally in the comics I know he was supposed to be a super-scientist, but then they just made him a reporter for an alter-ego.
I just figured robots yay.
Oh also, I just did remember that Manchester's sister did work for MI6, I somewhat remember him saying that she gave him their secrets, would be surprised if the killswitch wasn't in there.

It probably has something to do with the fact that the elite were still humans. Even the chick with all the slugs was still a human, she was just coated in a bunch of alien parasites living in her.
Atomic Skull however isn't human anymore. The gene-bomb that created him tore away his skin. If superman was to strip him of his powers he'd probably die. He has no skin or muscles after all, the only thing keeping him alive is the radiation from that genebomb.
