People have short memories. In 1998, the pundits were 50/50 over who would be the better #1 pick - Ryan Leaf or Peyton Manning. The Colts again had to decide between Andrew Luck or RG3. Hindsight seems simple, but those were tough choices at the time.

I remember story told by Bill Polian (Colts GM in 98). During interviews, he asked Leaf and Manning both what they would do if they were drafted #1. Manning said he'd ask for the playbook and start learning. Leaf said he'd do to Vegas to party with his friends. That sealed the deal. The Colts drafted Peyton Manning, and Ryan Leaf ended up in prison. So not that far off.
