Not ripping off but doing business, he often breaks one of the dealers cardinal rules by getting over enthusiastic about the thing he wants to buy and regularly says he thinks items should stay where they are to preserve the history of both the item and the home it is in, they invite him into their homes and always have the option to either not sell or seek a higher price elsewhere.
No business like his would survive if he were to pay full market price for things and at the end of the day he is always taking the gamble that he will make what could often be a very expensive mistake, if you resent his making a profit on the things he buys and sells try running any kind of business yourself where you make no profit on things while you pay others to do third party work, pay VAT, rent & rates on your business premises, pay for utilities, vehicles, fuel, wages, tax and all the other costs of being in business and see how long you last.

LOL. The 'actual value' of something is variable, depending on the circumstances. He's not valuing the items for probate - the client can always turn him down. It's called bargaining. Mr Pritchard seems quite fair to me - for example he often tells the client how much it will cost him to restore the items in order for him to turn a profit. Once or twice he's even paid more money than the client asked for.
