Who's that man?

Who was the Mexican man the Counselor was talking to while he sat in his car and started crying? I deduced that they're talking about the Counselor's missing wife, but I don't know who that guy is, where he came from or why he called him in the first place.

Perhaps I missed him in another scene?

It was the jefe (boss of the cartel) that was involved with that drug deal. He probably didn't have anything to do with the handling of tgat drug deal itself so that's why the counselor thought he could talk some sense into him and get his men to chill. But he insisted it's already out of both of their hands
