Who's the guy?

Who was the Mexican lawyer the Counselor was talking to (the abogado) in Mexico? He said he made the call and it will be "a yes or a no."

Whom did he call? In a later scene, the Counselor is in his car talking to another man on the phone (Jefe, Spanish for boss,...per my subtitles) who gets really philosophical and tell him to accept the reality of his situation.

Who is that guy? I've watched this movie several times, the most recent so I could really pay close attention and try to figure out who that guy is. Is he the cartel boss? Another middle man? Any light shed on this question would be a big help.

Wow. I must be taking crazy pills. No sooner did I post this question did I see someone else posted the very same question a few months ago...by me. I would like to think I missed the notification that someone replied to it and answered it, but it's more likely I have my head firmly planted in my a**.
