If you Google Tuna Heads you'll see you can buy frozen tuna heads, price varies according to market. You can order an entire tuna head at some restaurants, its roasted for a few hours, looks kinda disgusting actually. I mean it's a giant fish head staring straight up on a big plate.
If you're mad at the French Ministry of Fisheries, you can pile tuna heads in their doorway.
But it seems that the big market for heads and tails is in what we'd call "fish by products."
