what is third echelon?

What is third echelon? And then why the hell are they fourth echelon in this one? What do they do and what part of government do they work for?.

Third Echelon are the US Government Agency that Sam and Grim used to work for when it was run by Lambert. After his death, Tom Reed took over and corrupted it badly as he revealed when he tried to assassinate President Caldwell. After Sam and Anna took down Tom and his minions, President Caldwell closed down Third Echelon and opened up a new mobile-agency known as 4th Echelon and put Sam in charge.
