Who was the guy at hotel with shotgun and at the end driving?

His name was Ray Jordan . He was a vigilante hunting the two killers and calling into the TV show "The Honest Truth" with G. Gordon Williams, to report his progress. He called in to say that he was in Vegas and going to "line them up in my crosshairs and see if I get lucky".
That is also Ray in the bookstore, at the end of the movie, he is grabbing a copy of "Weekly Expose" with the story about Rowdy Proper winning the Pulitzer and child Killer James Landers missing.
At the very end where Ray is driving his truck and smiling, could mean that he found James Lander and is going to shoot him, or that he just did.
