Did the Omec get downsized?

The Omec thing was being played up as this huge invading force with a skill for manipulating (enchanting) people. What we end up with just the doc being manipulated with a piece of technology and one magic Omec that isn't hurt by bullets. To me this sounds like budget cuts and they couldn't afford the big finale they wanted.
