had NO right to take the bag with Echo in it

just because he's an adult? that doesn't give him authority to take their property

The construction work was all a cover-up, they were establishing a base with all that equipment for analysis. Therefore I'm deducting that he was not a construction worker but perhaps a military researcher...

As the movie progressed I got the impression he was a lead "researcher" for some no-name, 3-letter (type) government agency.

Then, in the credits, his character is listed as "Dr. Lawrence Madsen"...
