We remember, the construction workers were actually for the government. They wanted to pretend they were building a freeway in the neighborhood, but they were really looking for the spaceship believing it to be in that neighborhood. The neighborhood was saved after Echo leaves on his spaceship.

The government had found the signal for the spaceship (they had better equipment for signal detection and didn't have to wait for Echo to send out his own signals) and probably could determine the spaceship's size. When they detected Echo coming to Earth they shot him down. Pieces fell away, ended up moved elsewhere, with the main pod being where the kids found it. The government knew they needed to dig up the spaceship which was under a lot of homes. Also, if Echo got to the ship they feared it would destroy the town as it would have to rise up from under their homes. This was explained when the kids were talking to "construction worker" and why he said that Echo getting to his ship would "destroy them all". Because they needed to dig up the ship or at least get everyone away in case they failed - they invented the story of a freeway to make everyone move.

It turns out they were wrong because they didn't know Echo could disassemble the ship into small pieces to rise harmlessly from the ground and reassemble above the town safely.

After the ship left, the "freeway" was probably canceled since the government had no more interest in the town. However some of the people had already bought new homes in preparation for moving. It's not like houses have a 30-day refund period where you can change your mind. Once the deal goes through, you own it. Sure they could probably sell it, but they probably sunk all their money into it and can't afford to just wait around for a few months until it sells. They basically had to move at that point.
