I feel like Barbara blamed EGR for her unhappiness BUT...

but if she would have found her way to "freedom" in the West she still would have been unhappy.

I feel like the ending is a happy 1 for her because she will be happy.
1. Her job means that she can help people, so she can fulfill herself with that. 2. She found a person she can trust and who she can love and that will bring her happiness.

It's not made clear by the film. Maybe she applied for immigration to the West because her boyfriend was a Westerner. Maybe she was unhappy because it was denied. There isn't much about her ideological positions before the film starts. She clearly developed a dislike for what the Stasi did, which is made clear by how she feels about Stella, but what happened before is never said.
