Why the Canadian and Mexican Flags?

Anyone know why the writers/producers chose to use Canada as the "good" guy and Mexico as the "bad" guys or just those countries in general. I have been searching and haven't seen any information as to why those countries were chosen.

I read somewhere that it was from an internal joke that, whatever would happen with the nations in the world, the two countries with the least probability ever to end up in war against each other would be Canada and Mexico.
