Not a crime but a sure way to be immediately terminated if it's conflicting with your job. Although I do believe it is a crime to conceal a criminal record when applying for law enforcement positions.

It is only on federal applications, which seems reasonable. It's a bullshit question though, they should only be able to ask if you've been convicted.

Of course it is. The federal government can make any damn thing it wants a crime. Are you a US citizen? Why would you even question this?
