She didn't seem to be getting anywhere with Virginia when she asked for the raise and after 10 years and running the ship by herself for awhile I believe she was due one. Why didn't she approach Bill, or both of them together? Many in her position would have quit.

Loyalty? Remember the position she was in when they found her. Perhaps she thought she'd have a more sympathetic ear in Virginia, as a woman, but this has never been my experience in the workplace with my fellow female superiors.
