So is this why FATCA would make sense?

Honest question, I'm not one to comprehend much of the business world.

I do know that with FATCA, a lot of US citizens and US residents with a significant amount of cash in a foreign back account will have to be reported.

It would make sense if it targeted these types of transactions and major billionaire tax evasion.
