Please know the difference between HIV and AIDS. HIV is the virus and the AIDS is the condition that HIV causes. AIDS is when your immune system starts shutting down and you are hit with all kinds of diseases and infections.
When someone gets infected with HIV and are not on medications to control the virus, it usually takes them 8 to 10 years to develop AIDS. The only way to tell you've got HIV is to get tested. Otherwise, you're basically living 8 to 10 years without any noticeable symptoms and not even knowing that you're infectious. This is mainly how people are spreading the HIV virus around. Some people will know they have HIV and still not use a condom, but the majority are those who have never been tested.
After the 8-10 years mark, you will develop AIDS. If you'd never known you were HIV positive, you will by this point. A lot of AIDS patients are sick and in quite bad state, so I highly doubt they are "wailing [their] dick everywhere like a *beep* retard." They are most likely just fighting for their lives.
Telling people with AIDS to wear condoms and stop being dumb isn't going to stop the AIDS pandemic. That's like telling people with lung cancer to stop smoking.
