My only question
How does a cheat code that helps a GHOST go faster, help a Pac-Man player?
It doesn't. Also, arcade machines don't have cheat codes anyway, at least not classic ones like Pac-Man and Donkey Kong. And even if they did, how would you input cheat codes into a car painted like a Pac-Man "ghost"?
