Emma Samms and it's an English accent. I didn't even recognize her until I looked at the credits. Wow time sucks.....

She was on the soap "General Hospital" for a few years as Robert Scorpio's wife. Her American accent in this movie isn't very good, but it's a low-budget film, can't expect much.
