The power going out?

I've always assumed if you live in subsidized housing, you don't have to pay utilities. So many of the residents would not have good money handling skills and simply not pay, and that'd be an ongoing headache for those who ran the buildings. And unsafe for the residents and the kids and elderly that lived there.

Is it your impression a power bill that mother would/should have paid wasn't paid, and that's why power went out?

Or something else?
