There needed to be a bad guy

I was disappointed to see (or not see, rather) there was no one held responsible still alive in the lab. You would think you would have precautions in case something like this happened, like a ceramic or iron room they can't enter where the higher ups would be hiding out in, still controlling things.

Like, who designed all this in the first place? I wanted to see the person/people responsible, not just a few dead bodies on the ground in lab coats.
