... because I went to U. S. American public schools, please explain as if I'm retarded:

IMDb says 15 people voted for this movie.

11 people (73.3%) rated it the highest possible: 10-out-of-10.

The other 4 people (26.7%) rated it the lowest possible: 1/10.

Then at the top in reads : "15 IMDb users have given a weighted average vote of 1.6 / 10"

What gives?

I'm not rating it since I haven't seen it, which is more than could probably be said of 4 people who have rated it already, but I was tempted to give it a tentative '6' or something, to see how it effected the score overall.

Vote stuffing, probably. IMDb will count the votes of alt accounts but they don't figure into the weighted average.
