WHat does the ending mean? (spoilers)

I liked this film and I am intrigued about the end. So the body we see on top of the rock was that of the Englishman right? Also, the voice we hear at the end while the camera is going through those storage docks in the harbour, was that the policeman they were suspecting of during the film? I cannot quite remember since they did not show his face in that scene. Does that mean the Englishman was only one more instrument of a bigger organization and got his head chopped off because the police spoiled the operation?
