The Reality of the Situation *Spoilers*


Ok, so you've got this Zombie Apocalypse thing going on. You discover that a stop gap measure is an anti-virus that holds "The Turning" at bay by synthesizing it from the spinal fluid from a zombie (we'll just go with that term).

Now, at some point, a statistician that works for an alphabet agency figures out that with the dwindling supply of "donors" comes a dwindling supply of anti-virus. He/she kicks that upstairs to the boss who passes it around a committee and it's decided.

Farm them. Keep a ready supply of the zombies on tap, so to speak, voila! Status Quo. As the zombies reduce in numbers, naturally, then there's a steady supply of violent criminals that could be transferred to a more "secure" facility where they can take part in "experimental" drug testing (zombie spinal fluid) in exchange for... well, whatever B.S. they want to feed them. Or just simply strap them down and do it.

Two birds with one stone!

Oh. And tax the anti-virus. Like everything else in life. 💲

Agreed. It doesn't make sense that no contingency plan is prepared. Even if not your version above, something should have been planned.

What played out in the movie seems very disorganized, where the Returned were rounded up on a very irregular basis. The military should have more than enough manpower to round them up with little or no notice, with advanced planning.

The movie doesn't tell us why the serum is becoming scarce (as I recall), but it's easy to believe given the systemic incompetence and distorted incentives of government (i.e., state) "management". No doubt, taxes would be levied (the state, which is legalized organized crime, wants its cut).
