He said at the end to the CIA guy that he missed, lost his chance of becoming president. That means he was the mastermind behind it all and the other guy broke his neck to make it look like an accident and eliminate anyone who knew.
shareNot so much the mastermind behind it all, but definitely "in-the-know", I'd say. The CIA are notorious (infamous?) for effecting plans from behind the scenes, so the CIA guy could very well have been the mastermind..and I think he was. (Because he took immediate steps to silence the only other person who knew what had been plotted.) But that's just my opinion, because we certainly aren't given enough info in the movie to know for certain.
