It seems like all past winners who join all stars win it too. we want the playing field to be leveled.

It's not stupid. It's actually more interesting to see a whole cast of those looking for redemption. Former winners winning again gets boring.

sharePeople that have been cut the first time around weren't always weak designers just like some that have won haven't all been great designers. Some people have lost unfairly in team challenges when their teammate had immunity, for example.
Those that want a second chance have more at stake than those that already have a win. So wanting to see designers try t overcome their loss is more exciting than watching someone phone it in like Dom and Dmitry.
I'd rather see the best compete against each other not the worst. If that means a winner competes, I'm all for it. That's like saying to someone "Hey, you win a gold medal the last Olympics. You can't compete this year. Give someone else a chance."
