Can't rate?

Is it just me or is there no rating area (no stars) at the top to give this a rating? I rarely see this happen, but it does on occasion, this being an occasion. Do you guys see the star rating and are you able to rate it?

This happens when the movie is not released yet or there isnt added release date on its page. After the date of release the ratings get unlocked. Hope this helps.
