mentally incapacitated......special?

She just seemed a bit too babyish. Like she was extremely nurtured by her parents and everyone around her (except that teen babysitter). Her voice was annoying

I think a lot of TV and movie kids seem that way because the child actors are usually a couple of years older than their characters are supposed to be.
