Why did Judge Wallace agree to her daughter being murdered?

Why did judge wallace agree to have her daughter killed? She was crying about it in the car afterwards. So she's not a psychopath and not 1 of Andrews followers. She said she just doing it for the money. Whathe could be worse than aranging your own child's death?
What made her agree to it? Was it explained in the programme?
